I have the honour to act on the instructions conveyed to me by secret despatch of the 14th July, with regard to the application of the German Consul at the Chief Justice of Samoa to be granted permission to convey ex-Chinese indentured labourers from Hong Kong to Samoa.
I am advised that these instructions do not prohibit Hong Kong from granting a licence for a single vessel to convey...
